DOVER - Citing insurmountable technical difficulties at its last meeting, the Dover Selectboard held its Tuesday meeting exclusively via Zoom, where it discussed how to hold hybrid meetings and what to do about Town Meeting amid a pandemic that is increasing in intensity.
