Application 700002-18N from Hermitage Members Club, Inc, 10 Gatehouse Trail, Wilmington, VT 05363 was received on May 14, 2026 and deemed complete on June 15, 2026. The project is generally described as the construction of Grenoble Way Development Building #11 townhome with four units. Site work includes the addition of 14 parking spots and sidewalks to an existing parking lot. The project is located at 10 Gatehouse Road in Wilmington, Vermont. The application may be viewed on the Land Use Review Board’s website  https://act250.vermont.gov/ by clicking “Act 250 Database” and entering the project number “700002-18N.”

No hearing will be held and a permit may be issued unless, on or before Wednesday, August 5, 2026, a party notifies the District 2 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules. To request party status and a hearing, fill out the Party Status Petition Form on the Board’s website: https://act250.vermont.gov/documents/party-status-petition-form, and email it to the District 2 Office at: Act250.Springfield@vermont.gov. Findings of Fact and Conclusions of Law may not be prepared unless the Commission holds a public Hearing.

TOWN OF HALIFAX
NOTICE OF HEARING FOR A BOUNDARY LINE 
ADJUSTMENT PERMIT

Gerald Patrick Phelan II and Hope Phelan, of 1547 Branch Road, Halifax, Vermont, 05358 have submitted an application for a Boundary Line Adjustment located at 1547 Branch Road in the Town of Halifax. The proposed project describes as follows: transferring acres of land (2 AC +/-) along the property line of Mitchell Green and Dora Green at 388 Old Lane to Gerald Patrick Phelan II and Hope Phelan’s property at 1547 Branch Road for access to additional land located at 520 (Back) Woodard Hill Road (10 AC +/- ).

The Town of Halifax Zoning Board of Adjustment will hold a public hearing on this application on August 11, 2026. There will be a hearing at 7:00 PM at the Halifax Town Office conference room located at 246 Branch Road. A copy of the application and additional information can be obtained at the Halifax Town Office, Halifax, Vermont.

Pursuant to 24 V.S.A. 4464(a)(1)(c), participation in this local proceeding is a prerequisite to the right to take any subsequent appeal.

POSTED LEGAL NOTICE NOTICE OF TERMS OF CONVEYANCE

Pursuant to 24 V.S.A. § 1061(a) the Selectboard of the Town of Wilmington hereby provides notice to the community that it proposes to convey certain real property by Easement Quitclaim Deed to Grantee Vincent Yeo and Grantee’s successors and assigns, such rights and easements for wheelchair ramp and accessibility purposes over, on, across, and through lands of Grantor in the Town of Wilmington, County of Windham, and State of Vermont. The real property is more particularly described as follows:

Parcel ID: 20-22-24
Being a portion of the same land and premises known as the Pettee Memorial Library, 16 South Main Street, Wilmington, Vermont, Parcel No. 20-22-24, the current source of title and root deed for which is identified on the survey referenced below as Ashley Stone to District No. 2, dated February 5, 1846, and recorded in Book 11, Page 174 of the Town of Wilmington Land Records, and as further referenced in Town Meeting Book 4, Page 67.

Being also for the benefit of the land and premises owned by Grantee at 12 South Main Street, Wilmington, Vermont, Parcel ID No. 20-22-23, being the same land and premises conveyed to Vincent Yeo by deed recorded in Book 373, Page 755 of the Town of Wilmington Land Records.
The Selectboard proposes to convey the aforesaid premises to Vincent Yeo with the consideration being: 1) $540.00 that includes fees and expenses (i.e.: administrative, legal & publication fees); and 2) the transfer of any interest and liabilities the Town may have in and to said parcel of land. 
The easement area is the limited area necessary to construct, use, maintain, repair, and replace one wheelchair ramp serving the side or rear entrance of the building located at 12 South Main Street, as shown on a final survey, plat, or easement exhibit to be prepared by a Vermont licensed land surveyor and attached hereto as Attachment A.
The Selectboard will authorize the Town Manager to effectuate the conveyance, unless a petition signed by five percent of the legal voters of the municipality objecting to the proposed conveyance is presented to the Town Clerk in accordance with 24 V.S.A. § 1061(a) by 4:00 p.m. on August 15, 2026.
This notice is being posted and published within the municipality pursuant to 24 V.S.A. § 1061.
