Charged with speeding, reckless operation
SOUTH NEWFANE- The Windham County Sheriff’s Department arrested Ruaidrhi Carroll, 20, of Dover, after the vehicle he was driving was observed traveling at a high rate of speed with reckless operation on Dover Road at about 4:21 pm on Thursday, April 3.
